本中心成立的目的為積極推動循環經濟相關的技術研發、產學合作、教育推廣及國際交流活動。透過技術研發協助生產系統的重新設計(Redesign)、減量(Reduce)、再生(Recycle)，提高資源使用率，打造零廢棄的生態環境。透過產學合作，技術轉移至民間企業，幫助企業提升原物料使用效率、廢棄物資源化，並促成安全且環境友善的生產環境。透過教育推廣，讓學生、民眾、企業了解循環經濟實行之必要性。透過國際交流活動，將研究結果推至世界舞台，並了解各國最新技術以提升中心競爭力。

陸華循環經濟研究中心研究領域包含化工製程設計、分離技術、廢棄物再利用，以及材料、綠能、生化之創新技術，並融合商品設計、商業模式的建立使循環經濟的迴圈系統得以運作。

The purpose of this research center is to promote technology development, industry-academy cooperation, education and international cooperation related to circular economy. Through development of novel technology, the redesign, reduce and recycle in a production process can be achieved to increase the resource utilization and create a zero-waste environment. Through industry-academy cooperation, the technology transferred to industry can lead to higher resource efficiency, less waste, safer and more environmentally responsible manufacturing. Through education, the public can understand the importance and necessity of circular economy. Through international cooperation, the research results and the latest technologies of various countries can be exchanged to enhance the competitiveness of the center.

The research fields of Luh Hwa Research Center for Circular Economy include chemical process design, separation and waste recycling techniques, and novel technologies related to material, green energy and biochemistry. Moreover, product design and development of business model are necessary to sustain the loop of circular economy.
