1999年9月21日集集大地震過後，有鑒於傳統土木防災技術與方法，迫切的需要結合高科技，乃至前瞻科技。因此，張達德教授整合國內外資源，於中原大學成立〝防災救災科技中心〞。中心於五個方向上落實生根相關的成果，因應環境保護、資源永續與循環經濟的當前重大課題，並有效結合國內、外前瞻技術，於2012年4月更名為「環控防災科技中心」。
1.無線感測網路(WSN)在防災系統的應用― 邊坡、橋梁、隧道、水埧等，外在的行為量測，感測器進入微機電(MEMS)領域。WSN兼具量測、計算、取樣、記憶、傳輸的功能。
2.山坡地大數據與AI防災管理系統建置― 致力於山坡地安全防災體系的建立，運用雲端結合政府Open Data及即時監測資料，并從眾多的執行案例中累計了豐富的山坡地安全防災經驗。
3.無線空污偵測儀搭配移動載具執行即時檢測與自主管理 ― 提供移動式不同高度的即時檢測數據。PM1.0、PM2.5、PM10、SO2、CO、NO、NO2、O3、TVOC以及座標、溫濕度等14項數據。
4.焚化再生粒料有價資源化的循環經濟再利用技術 ― 焚化再生粒料清理後氧化鈣CaO含量高於20%(這是有價的資源)，應可有效發揮穩定土石方的機理，落實循環經濟，再展國內外先河。
5.法商威立雅集團、中原大學 —校園、醫院、市政大樓節能合作計畫 。

After the strike of JiJi Earthquake on September 21, 1999, there was an urgent need to combine high technology and even forward-looking technology in view of the traditional techniques and methods of civil disaster prevention. Therefore, Prof. Ta-Teh Chang integrated domestic and foreign resources and established the “Science & Technology Center for Disaster Prevention and Relief” in the university of Chung Yuan. Complying with the current major issues of environmental conservation, resource sustainability and recycling economy, and effectively combining domestic and foreign forward-looking technologies, the Center was renamed as “Environment Control and Hazard Mitigation Technology Center” in April 2012.

The Center thoroughly implemented the related achievements in five orientations.
1. Wireless Sensor Network(WSN) Development for Environment Control and Hazard Mitigation uses.
2. Establishment of Big data and AI for Hazard Mitigation of Hillside area.
3. Mobile carried wireless air pollution detector to execute self-detect task.
4. The foresight circular economy experience on incinerated recycle aggregates - A comprehensive approach for soil stabilization.
5. Veolia and Chung Yuan Christian University - Energy-saving and management cooperation projects for campuses, hospitals, and municipal buildings.
